2.27 "state trust land" means land owned by the state-
 (a) in trust for persons communally inhabiting the land in terms of a traditional
 system of land tenure;
 (b) over which land tenure rights were registered or granted; or
 (c) which is earmarked for disposal in terms of the Restitution of Land Rights
 Act, 1994 (Act No. 22 of 1994).

2.28 "Institution" means a place of public worship such as a church, mosque,
 Synagogue etc.
 2.29 "Education" means a place of instruction such as a school, college,
 University etc.
 2.30 "Private Open Space" means an open space to which the general public has
 no right of access.
 2.31 "Vacant"
