12  Provision of information

The Municipality may by notice in the Gazette, or in writing, require any person or organ of
  state to provide any data, information, documents, samples or materials to the Municipality
  that are reasonably required for the purposes of the waste information system or the
  management of waste, within a reasonable time or on a regular basis.

13  Access to information

(1)  The public is entitled to the information contained         in the waste information system
        subject to any limitations imposed by law and the          payment of a reasonable charge
