5. Insertion of sections 6A and 6B in Act No. 3 of 1994.

The following sections  are hereby inserted after section 6 of the  Principal Act:

"6A. Re ort of commission.

A commission shall submit    a written re ort with its findin  s and recommendations

to the Premier in accordance with its     terms of reference but not later    than 12
