           sub-contract a minimum of thirty percent (30%) of the work to Targeted
           Enterprises as defined in the Contract Data, unless the Tenderer is an
           EME or QSE with a B-BBEE contributor status level of 1 or 2, in which
           case there are no sub-contracting requirements. Joint Ventures (JVs) will
           be allowed on condition that 1 (one) JV partner is a Targeted Enterprise.
