Service Level Update | 20200804
Green Gazette SA production service levels are restored.
Gazettes are brought up to date, a number of which were not processed at time
of publication over the past few weeks &o months due to reasons previously
outlined. Alerts on these are not sent. Alerts on forthcoming gazettes to resume.
An update on my situation:
i) My ID card is still likely with officials at a range of ~327km from where I'm currently situated here in Yogyakarta, Indonesia.
ii) 5+ weeks gone by, PayPal are unable &o unwilling &o don't know how to allow me access to my money. I cannot transfer my money from my PayPal account to my bank account. See below for the transcript of the most recent support thread with PayPal. Their main reason being in order to "keep me safe".
What's new:
Out of the blue, I get an email from Mireshnie Pillay yesterday from the South African Central Registry of Internet domains looking to challenge me &o compromise the business. On the topic of privacy which I no doubt effectively address for years. Not once in the past decade has the registry ever contacted GGSA.
Coincidence, or not?
Either way I see what I can do from this end to provide you with the service and integrity you have come to expect from GGSA.

Good day The situation is ongoing for weeks. My money cannot be transferred to my linked bank account ending in X-9761. When I go ahead with a transfer, enter the amount, hit next, the screen shows "we couldn't confirm it's you". Do whatever needs to happen on your end to ensure I have access to my money and let me know when it's done. Mark

Our system reviewed your transaction, and was not allowed because of the higher level of risk associated with this transaction based on funding source, the amount and other factors. I suggest you try to transfer funds to another debit card or bank account. Otherwise, you may have to refund the payment you received and ask the sender to give it to you some other way or try a different bank.

I have reviewed your account and your account is in good standing. This is a
normal procedure in PayPal to make your funds safe if ever you want to withdraw
your funds.
I assure you that PayPal is not restricting you in any way and is doing this

I click on Summary, "Transfer Money" below the paypal balance, then I select my linked CFS Bank Account ending in X-9761, then next, then I key in the amount of $100, then I see "we couldn't confirm it's you" Don't act "clever" with me. I can sense the importance of this matter for you. I am sorry that you have to experience this situation. I can see that for this occasion, our security model has prevented this attempt to complete the transaction since it was found that it would not be 100% safe for you and to protect you from any negative experience in PayPal and online fraud. Meanwhile, you may try using a different payment method . We also recommend to try it a later. One thing is for sure, this is not something that is going to happen all the time when you attempt to withdraw your balance. As soon as the system detects that there are no risk involved in your transactions, the system should allow you to process it. PayPal's security program serves as our anti-fraud which reviews transactions that are meant to protect all customers and sometimes may assess an account in good standing such as yours depending on the risk involve in a particular action.

There must be a way for you or someone on your team to release $50, or $100 or whatever of my money to my pre-checked, pre-authorized, and pre-approved account. I wish there is something that can be done to make it go through.
Occasionally, we may decline a withdrawal if there may be a higher-than-normal level of risk associated with the transaction.
Our internal security system is an automated system which reviews all of the details of every transfer that is made through PayPal. This is similar to the way your bank or credit card issuer approves or declines transactions.
For fraud prevention reasons, the aspect of this withdrawal that has caused our internal security system to intervene cannot be viewed. Neither can the security settings be overridden or manually changed to allow your withdrawal to go through.

The error message you received when withdrawing the money is a response from the system indicating that the transaction is detected to be of higher than normal level of risk. You may try your withdrawal at a later time instead.

As an option, you can use a different funding source to withdraw the funds such as a US bank account.
If it wont still work, you can refund the funds and process the payment outside PayPal for the meantime.

I receive an email from paypal as "You have a message in the Message Center" and that the thread will expire in 24 hours. My query is unresolved. I go for withdrawing my money from my paypal account to my linked bank account minutes prior. It still says "we couldnt confirm its you". My US bank account is already confirmed and linked. When you cut me off from access to my money, both my accounts are delinked. i) My prior US account that is "no longer compatible with your system", and ii) my FNB account. I did a test withdrawal to FNB when I set this up as a backup several momnths ago. It doesn't allow me to withdraw to my FNB account either. Be aware you've cut me off &o blocked me from withdrawing money to my account for 5 weeks now. You and your system are not "keeping me safe". You're "keeping me away from my money". I want to withdraw my money to my new US account I've linked make sure it happens.

You can try to withdraw the money to your new US bank account. However, we cannot really guarantee that it will work as we do not have any control over the system. It will depend on the risk assessment by the system if the said transaction will go through.
Please note that our system is very sensitive and can detect any potential unauthorized account access on your PayPal account. If it notices that you are logged in from a different location, the security system will be alerted and will stop you from making a transaction to prevent unauthorized charges because it will think that it is not the account holder who is trying to withdraw. PayPal is not yet designed for cross-border services so if the system detects that you are in a different location or outside the country where your account is registered from, it will really give you a hard time processing any transaction.

Unless via vpn, I typically access the system from where I'm at being in Indonesia
at present, or via HQ in the US. My prior attempts are from where I'm at. I
will go for a withdrawal from the US browser terminal.

It's to trace back to the only fact you've given me in this lengthly thread. 3 days for me to wait before I can transfer my money from my paypal account to my bank account. That's where we're at.
