I, Tito Titus Mboweni, Minister of Finance, in my capacity as the Minister of
                      Finance, hereby publish, in accordance with section 16 and 26 of the Division of
                      Revenue Act, 2020 (Act No. 4 of 2020) as amended by the Division of Revenue
                      Second Amendment Act, 2020 (Act No.20 of 2020), the attached Explanatory
                      Memorandum and Schedules and           the   provincial  and  local  government
                      conditional grant frameworks:

(a) Roll-over for school infrastructure backlogs grant for the completion of
                            projects that are part of the Sanitation Appropriate for Education (SAFE)
                            initiative;
                         (b) Roll-over of un-transferred Urban Settlements Development Grant to fund
                            commitments for bulk infrastructure related projects;
                         (c) Additional allocations to provinces to support presidential employment
                            initiative and food relief to alleviate impact of COVID 19.
                         (d) Additional allocation to the indirect Water Services Infrastructure Grant for
                            implementation of various water services interventions; and
                         (e) Reductions to conditional grant allocations to provinces and municipalities.
                         (f) Frameworks for conditional grants to provinces and municipalities.

For ease of reference only and where applicable, the attached Schedules reflect
                     the main allocations, first and second adjustments, and total adjusted allocations.
