hereby publishes the draft regulations in terms of section 4(3)(k) of the
                     Independent Communications Authority of South Africa Act 2000 (Act

No. 13 of 2000), read with sections 4 and 69 of the Electronic
                     Communications Act, 2005 (Act 36 of 2005), as amended>
